En 1961 déjà, le Congrès voulait mener une enquête sur les OVNIS, et contrôler la comment cela se passerait si en fait cela devait arriver. Et cela ne plaisait pas forcément…

En fait, il y a des trucs qui bouclent sur eux-mêmes depuis 70 ans, le Congrès vole après les OVNIS, et vice-versa, mais ils ont de la peine à se croiser.

Subject: Congressional Investigation of the UFO Program 3 August 1961

1. Reference our memo dated 14 July (copy attached) information was received on 1 August from Lt Colonel Joseph Boland, Legislative Liaison Office, Secretary of the Air Force, that a congressional investigation of the UFO program is definitely on the books. Mr. Richard Hines expects to arrive at WPAFB 0900, 14 August. Mr. Hines is the Technical Assistant for the House Committee on Science and Astronautics. Congressmen John McCormick (Mens.), Overton Brooke (Calif.), and Joseph Karth (Minn.) are behind the investigation.
2. I have alerted Major Friend, the Project Officer ot the UFO Program, who is presently on leave, to report back to WPAFB in time to allow at least one-half day for discussion prior to arrival of the Committee. I have also alerted the contractor, Dr. Hynek, to be prepared to report to WPAFB on the selected date of reported investigation.
3. I propose to receive Mr. Hines and provided you agree, bring him to your office for introduction, and then conduct the discussions in my office.
4. I propose to conduct the investigation along the following lines:
a. FTD explores all reports and incidents concerning UFO items. Our objective is to get the facts, to analyze these facts, and to explain as clearly as possible the results of the analyses.
b. We seek no publicity on our part, nor embarrassment of any individuals involved in reporting UFO incidents. As a matter of fact, we try to protect, to the maximum, the individuals concerned.
c. We have funds and personnel to investigate, on the spot, all incidents which appear to warrant such investigation. We utilize our own FTD facilities, and those of AFSC to make investigations and analyses.
d. We call upon the entire resources of the USAF to assist in the investigations of UFO incidents. Where a satisfactory explanation can be found by the local organisation or unite of the USAF these organizations are utilized to the fullest.
e. We give great condition for quick reaction to all UFO incidents where conditions permit.
f. All public information aspects of the UFO programs are handled by the Secretary of the Air Force, Office of Information, HQ USAF.
5. I will keep you posted of any further developments.

1. En référence à notre mémo du 14 juillet (copie ci-jointe), nous avons reçu le 1er août l’information du Lt Colonel Joseph Boland, Bureau de liaison législative, Secrétaire de l’Armée de l’Air, qu’une enquête du Congrès sur le programme OVNI est définitivement prévue. M. Richard Hines prévoit d’arriver à la WPAFB à 9 heures le 14 août. M. Hines est l’assistant technique de la commission des sciences et de l’astronautique de la Chambre des représentants. Les membres du Congrès John McCormick (Mens.), Overton Brooke (Calif.), et Joseph Karth (Minn.) sont à l’origine de l’enquête.
2. J’ai alerté le Major Friend, l’officier de projet du programme OVNI, qui est actuellement en congé, de revenir à la WPAFB à temps pour permettre au moins une demi-journée de discussion avant l’arrivée du Comité. J’ai également averti le contractant, le Dr Hynek, de se tenir prêt à se présenter au WPAFB à la date choisie pour l’enquête.
3. Je propose de recevoir M. Hines et, sous réserve de votre accord, de l’amener dans votre bureau pour le présenter, puis de mener les discussions dans mon bureau.
4. Je propose de mener l’enquête selon les lignes suivantes :
a. Le DFT explore tous les rapports et incidents concernant des éléments d’OVNI. Notre objectif est d’obtenir les faits, d’analyser ces faits, et d’expliquer aussi clairement que possible les résultats des analyses.
b. Nous ne cherchons pas à nous faire de la publicité, ni à mettre dans l’embarras les personnes impliquées dans les rapports d’incidents OVNI. En fait, nous essayons de protéger, au maximum, les personnes concernées.
c. Nous disposons des fonds et du personnel nécessaires pour enquêter, sur place, sur tous les incidents qui semblent justifier une telle enquête. Nous utilisons nos propres installations FTD, et celles de l’AFSC pour effectuer des enquêtes et des analyses.
d. Nous faisons appel à toutes les ressources de l’USAF pour nous aider dans les enquêtes sur les incidents OVNI. Lorsqu’une explication satisfaisante peut être trouvée par l’organisation locale ou l’unité de l’USAF, ces organisations sont utilisées au maximum.
e. Nous mettons un point d’honneur à réagir rapidement à tous les cas d’ovnis lorsque les conditions le permettent.
f. Tous les aspects d’information publique des programmes UFO sont traités par le Secrétaire de l’Armée de l’Air, Bureau d’Information, QG USAF.
5. Je vous tiendrai au courant de tout nouveau développement.

Subject: Congressional Investigation of the UFO Program 14 July 1961
1. An article appeared in the 3 July 1961 issue of Newsweek, stating the possibility of a congressional investigation of the USAF UFO Program. Contact with the Secretary of Air Force, Legislative Liaison Office (SAFLL) revealed that there was no official information concerning such an investigation. However, SAFLL pointed out that unofficially there were indications that such an investigation would take place.
2. Unofficial sources (SAFLL) have it that Congressman Joseph E. Karth, Minnesota, of the House Science and Astronautics Committee (Congressmen Overton Brook, Los Angeles Chairman) would head the investigating team.
The investigation to be directed toward determining generally how the USAF is handling the UFO Program and specifically the capabilities of FTD in the analysis and investigation areas.
3. SAFLL’s present efforts are directed toward heading off the investigation or, if it is to occur, having it take place in Washington D. C. with Dr. J. Allen Hynek, Consultant to the UFO Program and Major Robert J. Firend, Aerial Phenomena Branch TD-E in attendance.
4. IF the investigation is carried out at FTD I intend to handle it within the Deputy unless otherwise directed.

2. Selon des sources non officielles (OFSFL), le membre du Congrès Joseph E. Karth, Minnesota, de la Commission des sciences et de l’astronautique de la Chambre des représentants (président du Congrès Overton Brook, Los Angeles) dirigerait l’équipe d’enquête.
L’enquête viserait à déterminer de manière générale comment l’USAF gère le programme OVNI et plus particulièrement les capacités de FTD dans les domaines de l’analyse et de l’investigation.
3. Les efforts actuels de l’OFAS visent à empêcher l’enquête ou, si elle doit avoir lieu, à ce qu’elle se déroule à Washington D.C. en présence du Dr J. Allen Hynek, consultant pour le programme OVNI, et du major Robert J. Firend, de la branche des phénomènes aériens du FTD.
4. SI l’enquête est menée au FTD, j’ai l’intention de la traiter au sein de l’adjoint, sauf indication contraire.
